2.            Subject: Minutes

Recommendation:  That Council waive the reading and approve the minutes of the regular meeting of October 25, 2016 and the special meeting of October 27, 2016.

 

3.            Subject:  Adoption Of Ordinance For A Lease Agreement With Neil And Judi Bruskin, Doing Business As Mother Stearns Candy Company (570.03)

Recommendation:  That Council adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Approving and Authorizing the Waterfront Director to Execute a Lease Agreement with Neil and Judi Bruskin, a Sole Proprietorship, Doing Business As Mother Stearns Candy Company, 219-B Stearns Wharf, Commencing Upon the Effective Date of the Enabling Ordinance.

 

4.            Subject:  Introduction Of Ordinance For On-Bill-Financing Agreement With Southern California Edison For Outdoor Lighting At Cater Water Treatment Plant (540.01)

Recommendation:  That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Approving and Authorizing the Public Works Director to Execute an On-Bill-Financing Agreement with Southern California Edison for Outdoor Lighting at the Cater Water Treatment Plant for a Term Not to Exceed Ten Years.

 

5.            Subject:  Approval Of Parcel Map And Execution Of Agreements For 420 East Anapamu Street (640.08)

Recommendation:  That Council approve and authorize the City Administrator to execute and record Parcel Map Number 20,820 and standard agreements relating to the approved subdivision at 420 East Anapamu Street.

 

6.            Subject:  Approval Of Auma Electronic Valve Actuators For Use At The Cater Water Treatment Plant (540.10)

Recommendation:  That Council find it to be in the City's best interest to waive the formal bid process as authorized by Municipal Code Section 4.52.070(L) - Best Interest Waiver; and authorize the purchase of Auma Electronic Valve Actuators as a single source product for the Cater Water Treatment Plant.

 

7.            Subject:  Contract For Water Rates And Capacity Buy-In Fee Study (540.01)

Recommendation:  That Council authorize the Public Works Director to execute a City Professional Services contract with Bartle Wells Associates in the amount of $103,695 for development of proposed Fiscal Year 2018 water rates and capacity buy-in fees, and authorize the Public Works Director to approve expenditures of up to $10,000 for extra services that may result from necessary changes in the scope of work, for a total not-to-exceed amount of $113,695.

 

8.            Subject:  Contract Amendments And Increases In Purchase Orders For Bureau Veritas And California Code Check For Contract Plan Review Services  (610.01)

Recommendation:  That Council approve the attached amendments to increase the following contract building permit plan review service Agreements: First Amendment to Agreement 25387 and the associated Purchase Order by $90,000 for a total of $160,000.00; and Third Amendment to Agreement 21500032 and the associated Purchase Order by $90,000 for a total of $240,000.00.

 

9.            Subject:  2016 Annual Charitable Giving Campaign (170.01)

Recommendation:  That Council receive a written report on the City's 2016 Charitable Giving Campaign.

 

10.         Subject:  Introduction Of Ordinance For Updates To Water Metering Requirements And Clarifying Requirements For Individual Metering (540.01)

Recommendation:  That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Amending Santa Barbara Municipal Code Chapters 14.04 and 14.08, Updating and Clarifying Water Metering Requirements; Adding Existing Water Metering Requirements Previously Located In Chapter 22.04.

FIRE DEPARTMENT

12.         Subject: 2016 California Fire Code Adoption (520.03)

Recommendation:  That Council waive the second reading, conduct a public hearing, and adopt by reading of title only, An Ordinance Of The Council Of The City Of Santa Barbara, Repealing Santa Barbara Municipal Code Chapter 8.04 And Adopting A New Chapter 8.04 Adopting By Reference The 2015 Edition Of The International Fire Code, Including Appendix Chapter 4 And Appendices B, BB, C, CC And H Of That Code, And The 2016 California Fire Code With Local Amendments To Both Codes.

 

COMMUNITY DEVELOPMENT DEPARTMENT

13.         Subject:  2016 California Building Standards Codes Adoption  (640.04)

Recommendation:  That Council waive the second reading, conduct a public hearing, and adopt by reading of title only, An Ordinance Of The Council Of The City Of Santa Barbara Amending Santa Barbara Municipal Code Chapter 22.04; Adopting By Reference The 2016 California Building Code, Volumes 1 and 2; 2016 California Residential Code; 2016 California Electrical Code; 2016 California Mechanical Code; 2016 California Plumbing Code; 2016 California Energy Code; 2016 California Historical Building Code; 2016 California Existing Buildings Code; 2016 California Green Building Standards Code; 2016 California Referenced Standards Code; And The 2015 International Property Maintenance Code; Adopting Local Revisions To Those Codes; And Repealing Ordinance Number 5639.

 

14.         Subject:  Ad Hoc Stakeholder Committee To Consider Additional Off-Street Parking Opportunities For Persons Living In Oversized Vehicles  (550.01)

Recommendation:  That Council form an ad hoc stakeholder committee to consider additional off-street parking opportunities for persons living in oversized vehicles, and appoint at least two Council members to serve on that committee, along with Kristine Schwarz, Executive Director of New Beginnings Counseling Center, in order to bring recommendations to Council.

Recommendation:  That Council hold a closed session pursuant to the authority of Government Code Section 54957.6 to consider instructions to City negotiator Kristine Schmidt, Administrative Services Director, regarding negotiations with: the Santa Barbara City Employees' Association, S.E.I.U. Local 620 (General Bargaining Unit); the Hourly Employees Bargaining Unit, S.E.I.U. Local 620; the Airport And Harbor Patrol Officers' And Treatment Plants' (TAP) Bargaining Units, S.E.I.U. Local 620; the Santa Barbara City Firefighters Association; and the Santa Barbara Police Management Association.
