Subject: Approval Of Rate Notices For Wastewater And Solid Waste (120.03)

Recommendation: That the Finance Committee provide direction to staff regarding any changes to the proposed Fiscal Year 2018 utility rates and approve public rate noticing for wastewater and solid waste.

1.            Subject: Proclamation: American Red Cross Month March 2017 (120.04)

Recommendation: That Council proclaim March 2017 as American Red Cross Month, and recognize the American Red Cross heroes in Santa Barbara and worldwide who give of their time, money, and resources to provide relief, hope, and comfort to those in need.

2.            Subject: Proposed Lease Agreement With Santa Barbara Fish Market, Inc. (330.04)

Recommendation: That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Approving and Authorizing the Waterfront Director to Execute a Lease Agreement with Santa Barbara Fish Market, Inc., a California Corporation, 117-A Harbor Way, Commencing Upon the Effective Date of the Enabling Ordinance.

3.            Subject: Compensation Survey, Managers And Supervisors (410.01)

Recommendation: That Council authorize the Administrative Services Director to execute a professional services agreement with Koff and Associates in the amount of $78,520 for a compensation survey of management and supervisory classifications, and authorize the Administrative Services Director to approve expenditures of up to $7,852 for extra services that may result from necessary changes in the scope of work.

4.            Subject: Parks and Recreation Community Foundation Contributions (570.05)

Recommendation: That Council:

A. Accept a contribution from the Parks and Recreation Community (PARC) Foundation in the amount of $3,800 for two Parks and Recreation Department programs; and

B. Increase appropriations and estimated revenues in the Fiscal Year 2017 Parks and Recreation Department Miscellaneous Grants Fund in the amount of $3,800.

6.            Subject: Water Supply Update And Adoption Of Resolution Establishing Revised Water Conservation Regulations (540.05)

Recommendation: That Council:

A. Receive an update on the status of the current water supplies and projected supply outlook; and

B. Adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara Establishing a Revised Water Conservation Target and Updated Water Use Regulations Effective During a Stage Three Drought Emergency, and Repealing Resolution No. 16-173

7.            Subject: Olive Mill Road And San Ysidro Road Interchange Memorandum Of Understanding With The Santa Barbara County Association Of Governments (530.04)

Recommendation: That Council authorize the City Administrator to enter into a Memorandum of Understanding between the City of Santa Barbara, the County of Santa Barbara, and the Santa Barbara County Association of Governments, to develop freeway interchange capacity improvements at Olive Mill and San Ysidro Roads.

8.            Subject: Six-Year Capital Improvement Program For Fiscal Years 2018 Through 2023 (230.01)

Recommendation: That Council accept the Six-Year Capital Improvement Program for Fiscal Years 2018 through 2023.

9.            Subject: Potential Strategies For Residential Tenant Protection Measures (660.01)

Recommendation: That Council provide direction on potential residential tenant protection measures including enhanced mediation, mandatory leases, multiple-family rental unit safety inspections, just cause eviction, and rent control. The Council may also discuss and provide direction on other tenant and housing protection alternatives.
