Proposed Ordinance Amendments To Establish Future Historic And Special Design Districts (120.03)

Recommendation:  That the Ordinance Committee:

A.        Review and consider a draft outline to restructure and amend Santa Barbara Municipal Code Chapter 22.22 (Historic Structures) relating to the designation and preservation of historic resources, establishment of Historic and Special Design Districts, and purpose and functions of the Historic Landmarks Commission; and

B.        Confirm that the major elements of the proposed ordinance amendments are consistent with previous direction.

1.            Proclamation: Council On Alcoholism And Drug Abuse (CADA) Committed Week April 10-14, 2017 (120.04)

Recommendation:  That Council proclaim April 10th to 14th, 2017 as Committed Week in Santa Barbara, California, and encourage all residents to support and participate in alcohol and other drug prevention activities.

2.            Adoption Of Ordinance For Lease Agreement With Santa Barbara Fish Market, Inc. (330.04)

Recommendation:  That Council adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Approving and Authorizing the Waterfront Director to Execute a Lease Agreement with Santa Barbara Fish Market, Inc., a California Corporation, 117-A Harbor Way, Commencing Upon the Effective Date of the Enabling Ordinance.

 

3.            Fiscal Year 2017 Interim Financial Statements For The Seven Months Ended January 31, 2017 (250.02)

Recommendation:  That Council accept the Fiscal Year 2017 Interim Financial Statements for the Seven Months Ended January 31, 2017.

 

4.            Approval Of Emergency Purchase Order For Sewer Main Rehabilitation (540.13)

Recommendation:  That Council approve an emergency Purchase Order for $44,437.50 to Southwest Pipeline and Trenchless Corporation for sewer main rehabilitation work on Figueroa Street.

 

5.            Contract For Construction Of The Mission Creek Lagoon Plant Restoration Project (530.03)

Recommendation:  That Council:

A.        Reject the bid protest of Marina Landscape Inc. (Marina), and award a contract with Landology, Inc., in their low bid amount of $144,087 for construction of the Mission Creek Lagoon Plant Restoration Project, Bid No. 3846, and authorize the Public Works Director to execute the contract and approve expenditures up to $14,400 to cover any cost increases that may result from contract change orders for extra work and differences between estimated bid quantities and actual quantities measured for payment; and

B.        Increase appropriations and estimated revenues by $200,000 in the Fiscal Year 2017 Streets Grant Fund representing the Santa Barbara County Flood Control District’s contribution of the Mission Creek Lagoon Plant Restoration Project to cover a portion of the construction cost in accordance with Agreement No. 23,596.

 

6.            Authorization For Sole Source Purchase Order For A Zero Discharge Water Distribution System Flushing Truck (540.01)

Recommendation:  That Council:

A.        Authorize the General Services Manager to execute a Sole Source Purchase Order with No-Des, Inc., as authorized by Municipal Code Section 4.52.070 (k), in the not-to-exceed amount of $466,232.64 for a zero discharge water distribution system flushing truck;

B.        Approve the addition of No-Des filter bags to the Water Resources Standard Equipment list, which was approved by Council on September 3, 2016; and

C.        Transfer $475,000 from the Water Main Replacement project in the Water Capital Fund to a Motor Vehicles project in the same Fund, for the purchase of a zero discharge water distribution system flushing truck and related equipment.

7.            Amendment To The Agreement For Fats, Oils, And Grease Delivery At The El Estero Wastewater Treatment Plant (540.03)

Recommendation:  That Council approve an extension to the Agreement for Fats, Oils, and Grease Delivery Services between MarBorg Industries, Inc. and the City.

 

8.            Haley Street Youth Center Lease Renewal With Channel Islands YMCA (330.04)

Recommendation:  That Council authorize the Parks and Recreation Director to renew a 39- month lease agreement with the Channel Islands YMCA for the Haley Street Youth Center commencing on March 31, 2017, and ending on June 30, 2020.

 

9.            February 2017 Investment Report (260.02)

Recommendation:  That Council accept the February 2017 Investment Report.

Recommendation:  That Council accept the Capital Improvement Program Mid-Year Status Report for Fiscal Year 2017.

 

12.         Measure A Five-Year Local Program Of Projects For Fiscal Years 2018 - 2022 Public Hearing (670.05)

Recommendation:  That Council adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara Adopting the Measure A Five-Year Local Program of Projects for Fiscal Years 2018  2022.

COMMUNITY DEVELOPMENT DEPARTMENT

14.         Community Development And Human Services Committee Recommendations For Fiscal Year 2018 And Annual Action Plan Public Hearing  (610.05)

Recommendation:  That Council:

A.        Approve the Fiscal Year 2018 funding recommendations of the Community Development and Human Services Committee for use of Human Services and Community Development Block Grant funds;

B.        Approve the funding contingency plan;

C.        Authorize the Community Development Director to negotiate and execute grant agreements implementing the funding recommendations, subject to the review and approval as to form by the City Attorney; and

D.        Conduct a public hearing to obtain input on the City’s Annual Action Plan for Fiscal Year 2018.
