1.                  Subject:  Minutes

Recommendation: That Council waive the reading and approve the minutes of the regular meeting of January 16, 2007 (cancelled due to lack of quorum).

2.                  Subject:  Records Destruction For Public Works Department (160.06)

Recommendation: That Council adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Relating to the Destruction of Records Held by the Public Works Department in the Streets, Parking and Transportation Operations, Water Resources, and Water Supply Management Divisions.

3.                  Subject:  December 31, 2006, Investment Report And December 31, 2006, Fiscal Agent Report (260.02)

Recommendation: That Council:

A.        Accept the December 31, 2006, Investment Report; and

B.        Accept the December 31, 2006, Fiscal Agent Report.

4.                  Subject:  Notice Of Completion For The Conejo Road And Conejo Lane Wastewater Main Rehabilitation Project (540.13)

Recommendation: That Council accept the work completed by Mocon Corporation, Contract No. 21,933, for the Conejo Road and Conejo Lane Wastewater Main Rehabilitation Project, Bid No. 3453, in the final contract amount of $196,062.72, including approved changes, and approve filing of a Notice of Completion.

5.                  Subject:  Contract For Preparation Of A Federal Emergency Management Agency Letter Of Map Revision For The Airport Airfield Safety Project (560.04)

Recommendation: That Council authorize the Public Works Director to execute a contract with URS, Incorporated (URS), in the amount of $49,824 for preparation of a Federal Emergency Management Agency (FEMA) Letter of Map Revision (LOMR), and approve expenditures up to $4,982 for extra services of URS that may result from necessary changes in the scope of work.

6.                  Subject:  Ordinance For Introduction For Fire Service Promotional Continuous Examinations (450.01)

Recommendation: That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Amending Sections 3.16.020 and 3.16.100 of Chapter 3.16 of Title Three (The City Personnel Ordinance) of the Santa Barbara Municipal Code in Order to Provide for Open Continuous Recruitment in the Fire Service.

REDEVELOPMENT AGENCY

7.                  Subject:  Minutes

Recommendation: That the Redevelopment Agency Board waive the reading and approve the minutes of the regular meeting of January 9, 2007.

8.                  Subject:  Amendments To Replacement Housing Plans

Recommendation: That the Redevelopment Agency Board:

A.        Accept comments from the public with respect to the Amended Replacement Housing Plans dated December 4, 2006, for three affordable housing projects located at 1116 De la Vina Street (Garden Court), 518 E. Canon Perdido Street and 617 Garden Street; and

B.        Adopt, by reading of title only, A Resolution of the Redevelopment Agency of the City of Santa Barbara Adopting Three Amended Replacement Housing Plans Dated December 4, 2006, for 1116 De la Vina Street, 518 E. Canon Perdido Street and 617 Garden Street.

9.                  Subject:  Plaza De La Guerra Infrastructure - Revised Design Services Contract

Recommendation: That the Redevelopment Agency Board:

A.        Authorize an increase to Redevelopment Agency Agreement No. 467 with Campbell & Campbell, in an amount not to exceed $37,114, for additional costs that may result from changes in the scope of work associated with the Plaza de la Guerra Infrastructure Improvements Concept Design; and

B.        Authorize the Executive Director to execute an addendum to Redevelopment Agency Contract No. 467 with Campbell & Campbell for a total contract amount not to exceed $132,446 for preparation of a comprehensive concept design for Plaza de la Guerra infrastructure improvements.

NOTICES

10.             The City Clerk has on Thursday, January 25, 2007, posted this agenda in the Office of the City Clerk, on the City Hall Public Notice Board on the outside balcony of City Hall, and on the Internet.

11.             The public hearing scheduled for January 30, 2007, at 2:00 p.m. to hear an appeal of the Historic Landmarks Commission's approval with conditions for the Granada Theater property located at 1214 State Street has been rescheduled for March 27, 2007, at 2:00 p.m.

CITY COUNCIL ADMINISTRATIVE AND ATTORNEY REPORTS

CITY ATTORNEY

12.             Subject:  Amendments To RV Parking Restrictions, Addition Of Exemption For RV Parking In M-1 And C-M Zones, And City Parking Lots For Inclusion In The Safe Parking Program (660.04)

Recommendation: That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Amending Section 10.44.200 with Respect to RV and Other Large Vehicle Parking, and Chapter 28.87 of the Santa Barbara Municipal Code with Respect to the Use of Recreational Vehicles as Temporary Overnight Accommodations Upon Private Property in Certain Designated Zones.

COMMUNITY DEVELOPMENT DEPARTMENT

13.             Subject:  Architecture 2030 Presentation (630.02)

Recommendation: That Council hear a presentation from representatives of the Architecture 2030 Coalition, and refer the recommendations to the City Council Subcommittee on Sustainability for review and recommendations.

14.             Subject:  Grant To Housing Authority For Security Deposit Loan Program (660.04)

Recommendation: That Council approve a grant of $100,000 in federal HOME Investment Partnerships Program funds to the Housing Authority of the City of Santa Barbara to provide supplemental funding for its Security Deposit and Homeless Prevention Loan and Grant Programs for low income tenants in the City of Santa Barbara, and authorize the Community Development Director to execute a Grant Agreement in a form approved by the City Attorney.
