Recommendation:  That Council waive the reading and approve the minutes of the adjourned regular meeting of April 9, 2007, and the regular meeting of April 10, 2007.

 

6.                  Subject:  March 31, 2007, Investment Report and March 31, 2007, Fiscal Agent Report  (260.02)

Recommendation:  That Council:

A.        Accept the March 31, 2007 Investment Report; and

B.        Accept the March 31, 2007 Fiscal Agent Report.

7.                  Subject:  Records Destruction For Administrative Services Department  (160.06)

Recommendation:  That Council adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Relating to the Destruction of Records Held by the Administrative Services Department in the Human Resources Division.

 

8.                  Subject:  Records Destruction For Police Department  (160.06)

Recommendation:  That Council adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Relating to the Destruction of Records Held by the Police Department in the Business Office and in the Offices of Emergency Services and Internal Affairs.

 

9.                  Subject:  Resolution For Denial Of 1776 Eucalyptus Hill Road  (640.07)

Recommendation:  That Council adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Making a Decision and Expressing Certain Findings Concerning an Appeal From a Decision of the City Planning Commission Regarding a Tentative Subdivision Map for an Application of Rick Jeffrey, 1776 Eucalyptus Hill Road (MST2002-00614).

 

10.             Subject:  Authorization For The Allocation Of Transportation Development Act Funds  (150.03)

Recommendation:  That Council adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Authorizing the Filing of a Claim with the Santa Barbara County Association of Governments (SBCAG) for Allocation of Transportation Development Act (TDA) Funds for Fiscal Year 2008.

 

NOTICES

11.             The City Clerk has on Thursday, April 19, 2007, posted this agenda in the Office of the City Clerk, on the City Hall Public Notice Board on the outside balcony of City Hall, and on the Internet.

12.             Received a letter of resignation from Library Board Member David Vernon Thomas; the vacancy will be part of the next City Advisory Group recruitment.

13.             The public hearing originally scheduled for April 24, 2007, at 6:00 p.m. to hear an appeal of the Architectural Board of Review's approval for the installation of permanent traffic calming devices at various locations on Alta Vista Road, Quarantina Street, Olive Street and Garden Street has been rescheduled for May 22, 2007, at 6:00 p.m.

14.             A City Council site visit is scheduled for Monday, April 30, 2007, at 1:30 p.m. to the property located at 514 State Street, which is the subject of a public hearing set for May 1, 2007, at 2:00 p.m.

CITY ATTORNEY

15.             Subject:  City Parking Lots For Inclusion In The Safe Overnight RV Parking Program  (660.04)

Recommendation:  That the Council adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Establishing a Process for the Transitional Use of Recreational Vehicles as Temporary Overnight Accommodations in Certain Zones of the City and in Certain City Public Parking Lots as Part of the Safe Overnight RV Parking Program as Originally Established in City Resolution No. 05-072.

 

FINANCE DEPARTMENT

16.             Subject:  Proposed Two-Year Financial Plan For Fiscal Years 2008 And 2009 And Recommended Operating And Capital Budget For Fiscal Year 2008  (230.05)

Recommendation:  That Council:

A.        Accept the Proposed Two-Year Financial Plan for Fiscal Years 2007 and 2008, and Recommended Operating and Capital Budget for Fiscal Year 2008; and

B.        Hear a report from staff in connection with the filing of the two-year financial plan and recommended budget.

PUBLIC WORKS DEPARTMENT

17.             Subject:  Request For Additional Funds For Fire Station 2 Solar Demonstration Project  (520.03)

Recommendation:  That Council approve a $29,400 increase to the Fire Station 2 Solar Demonstration Project for a revised total project cost of $190,400, and appropriate the $29,400 from the Fiscal Year 2007 General Fund appropriated reserves to the General Fund's Capital Outlay Fund.

 

CLOSED SESSIONS

18.             Subject:  Conference With Legal Counsel - Pending Litigation  (160.03)

Recommendation:  That Council hold a closed session to consider pending litigation pursuant to subsection (a) of section 54956.9 of the Government Code and take appropriate action as needed.  The pending litigation is City of Santa Barbara v. County of Santa Barbara, et al., SBSC Case Number 1241801.

ADMINISTRATIVE SERVICES DEPARTMENT

19.             Subject:  Stand-Alone Election, Proposed Charter Amendment Changing The City's General Municipal Election From Odd To Even Years And Other Potential Charter Amendments  (110.03)

Recommendation:  That Council:

A.        Direct staff to conduct either a traditional poll or a vote by mail election for the November 6, 2007, general municipal election;

B.        Receive a report and give direction to the City Attorney regarding a potential charter amendment changing the City's general municipal election from odd to even years; and

C.        Receive a report and give direction to staff regarding other potential charter amendments.
