CITY COUNCIL

1.                  Subject:  Clean Beaches Initiative Proposition 50 Grant For The Microbial Source Tracking Protocol Development Project  (570.05)

Recommendation:  That Council adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Authorizing the Parks and Recreation Director to Enter into an Agreement with the State of California for up to $559,713 in Grant Funds from the Clean Beaches Initiative Proposition 50 Clean Beaches Grant Program Administered by the California State Water Resources Control Board, Pursuant to the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002, for the Microbial Source Tracking Protocol Development Project.

 

2.                  Subject:  Agreement For Paratransit Services With Easy Lift Transportation, Incorporated  (670.01)

Recommendation:  That Council authorize the Public Works Director to execute an agreement with Easy Lift Transportation, Inc. (Easy Lift), for paratransit services for elderly and mobility-impaired persons, in an amount not to exceed $214,408.16, for Fiscal Year 2008.

 

3.                  Subject:  Introduction Of Ordinance For Amendments To Municipal Code Title 17 Regarding The Waterfront  (570.03)

Recommendation:  That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Amending the Municipal Code by Amending Section 17.04.010, Amending Section 17.08.010, Adding Section 17.13.050, Amending Chapter 17.18, Amending Chapter 17.20 and Repealing Section 17.20.200, Pertaining to Live-Aboard Permits, Slip Permits and Other Procedures in the Waterfront.

 

4.                  Subject:  Agreement Between The City Of Santa Barbara And The Santa Barbara County Sheriff's Department For Hourly Law Enforcement Services At Special Events  (520.04)

Recommendation:  That Council approve and authorize the City Administrator to execute an agreement between the City of Santa Barbara and the Santa Barbara County Sheriff's Department for Hourly Law Enforcement Services at Special Events with an expiration date of June 30, 2010.

 

5.                  Subject:  Agreement With The County Of Santa Barbara For Mental Health Assessment Team Services  (150.04)

Recommendation:  That Council approve and authorize the City Administrator to execute a multi-year agreement with the County of Santa Barbara for Mental Health Assessment Team (MHAT) services to the City of Santa Barbara for Fiscal Years 2007 through 2009.

 

6.                  Subject:  Introduction Of Ordinance For Compliance with New State Community Redevelopment Law Disclosure Provisions: Eminent Domain Program  (620.06)

Recommendation:  That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Adopting the City of Santa Barbara Redevelopment Agency's Program for the Use of Eminent Domain to Acquire Real Property.

 

NOTICES

7.                  The City Clerk has on Thursday, June 7, 2007, posted this agenda in the Office of the City Clerk, on the City Hall Public Notice Board on the outside balcony of City Hall, and on the Internet.

8.                  The public hearing scheduled for June 12, 2007, at 2:00 p.m. to hear an appeal of the Planning Commission decision for property located at 561 West Mountain Drive has been rescheduled for July 24, 2007, at 2:00 p.m.

9.                  Received letter of resignation from Water Commission Member Loretta Redd; the vacancy will be part of the next City Advisory Group recruitment.

CITY COUNCIL ADMINISTRATIVE AND ATTORNEY REPORTS

ADMINISTRATIVE SERVICES DEPARTMENT

10.             Subject:  Candidate Video Program  (110.03)

Recommendation:  That Council approve the Candidate Video Program for Mayor and Council candidates whose names will appear on the ballot for municipal elections, effective the November 6, 2007, general municipal election.

 

PUBLIC WORKS DEPARTMENT

11.             Subject:  Agreement With The Santa Barbara Metropolitan Transit District For Transit Services  (150.05)

Recommendation:  That Council authorize the Public Works Director to execute a Fiscal Year 2008 Master Agreement with the Santa Barbara Metropolitan Transit District (MTD) for Transit Services, in an amount not to exceed $2,403,843.06.

12.             Subject:  Conference With Legal Counsel - Litigation  (160.03)

Recommendation:  That Council hold a closed session to consider litigation pursuant to subsection (a) of section 54956.9 of the Government Code and take appropriate action as needed.  The litigation is Shawn Comrie v. City of Santa Barbara, et al., USDC Case No. CV 05-2459 GAF (CTx).
